Since taking office as President of Mozambique in January 2025, President Daniel Francisco Chapo has embarked on a process of profound transformation of the country, with a clearly stated ambition: to make Mozambique’s resources, infrastructure, and human potential the drivers of true economic independence. In particular, his government has placed structural reforms, the modernization of the state, and the improvement of the business environment at the heart of its action.
The creation of the Gabinete de Reformas e Projectos Estruturantes, which reports directly to the Presidency, illustrates this commitment to overseeing and accelerating the country’s major strategic projects.
One of the Head of State’s greatest strengths lies in his determination to move away from an economy that is content to export its raw materials without processing them sufficiently locally.
His Excellency Daniel Chapo is now advocating an industrialization policy based on the processing of natural resources and the creation of national value chains.
The inauguration in January 2026 of a major graphite processing plant in Niassa is a concrete example of this approach: the project represents an investment of approximately $200 million and is accompanied by significant road, energy, and social infrastructure developments.
President Daniel Chapo is also counting on the private sector and investment to accelerate job creation and wealth generation. His government has established several instruments designed to facilitate financing for the economy, including the Mutual Guarantee Fund, the Economic Recovery Fund, the Local Economic Development Fund, and new financing lines dedicated to the agribusiness sector.
This policy is specifically aimed at small and medium-sized enterprises, young entrepreneurs, and women, so that economic growth can benefit a much larger segment of the population.
Another key hallmark of his leadership is the modernization and digitization of public administration. The Head of State advocates for a more modern, efficient, and results-oriented administration. In particular, the government is working on the digital transformation of public services, with projects such as a national data center and the development of artificial intelligence solutions. This digital transformation is also presented as a tool for combating corruption and improving government transparency.
The President’s vision finally places youth and domestic production at the center. In particular, the government has set aside a significant portion of the Local Economic Development Fund for young people and has strengthened financing mechanisms for their entrepreneurial initiatives. At the same time, it advocates for increased agricultural production as a response to challenges related to the cost of living and as a means of strengthening food security in Mozambique.
As such, President Daniel Chapo intends to frame his term in office around a vision of transformation rather than mere management. Industrializing and modernizing the administration, supporting entrepreneurship, attracting investment, and harnessing the country’s resources locally are the pillars of a vision that aims to make Mozambique a more productive and self-sufficient economy.
This commitment to building true economic independence, while providing greater opportunities for young people, deserves to be recognized as one of the most ambitious priorities of Mozambique’s new political cycle.
